Digital Shield is a cyber literacy programme for pupils in grades 4 to 8. In a safe, controlled simulation the pupil faces a situation resembling a real scam, makes a decision and gets immediate feedback. The cycle repeats throughout the school year.

Children are already a target. The only question is whether they are prepared.

A breach in the school system

In late June 2026 a database of over 560,000 records leaked: names and email addresses of pupils and teachers from 1,452 Croatian schools. AZOP warned of an increased risk of phishing attacks aimed precisely at pupils.

Children are a special category

GDPR Art. 8 recognises children as a specially protected category of data subjects. Their data has value on the black market, yet they lack experience in spotting fraud.

Threats change faster than the curriculum

Smishing, fake profiles, AI-generated content. The programme provides continuous monitoring of new cyber threats and quarterly updates to the materials.

The heart of the programme · Learning by doing

A skill is acquired by repetition, not by listening

The teacher introduces the topic in class and explains the rules for spotting fraud. LureLab then lets the pupil practise that knowledge through a real but safe, age-appropriate simulation. Each cohort's results steer the next training cycle: continuously, throughout the school year.

Equally important: what the programme is not

The programme is designed around protecting the child, not around technology. The boundaries are defined before the first step.

We do not enter the classroom

All work with pupils is done solely by their teachers, in their regular pedagogical role. ID Shield Protect prepares materials, never teaches children.

No profiling of children

The programme does not grade, rank or classify children. The smallest unit of analysis is a cohort in a school, with no names or emails.

Consent, revocable at any time

Participation rests on informed parental consent (GDPR Art. 6 and Art. 8), which can be withdrawn without any consequences for the child.

Pupils receive no alerts

Active Guard alerts go only to staff and to parents who gave a separate consent. Children are informed by parents and teachers.

A protocol for sensitive situations

If a situation requiring professional help is discovered, the school's expert service acts under a predefined protocol.

Voluntary, outside the curriculum

The programme is not mandatory and is not part of the regular curriculum. The teacher decides how and when to use the materials.

A gap analysis and a non-intrusive network test produced a written action plan with deadlines. The findings directly determined which topics of the education module get priority in the first cycle: analysis as an entry into the classroom, not an isolated technical check.

After the information meeting, parents proactively requested additional materials to protect their children at home. The programme is expanding to around 25 primary schools in the City of Zagreb in the 2026/2027 school year.

From the classroom to national resilience
HAKOM is preparing an initiative to systematically collect contaminated SMS sender IDs to protect all citizens from smishing attacks. The success of such a database depends on how many citizens can recognise and report a suspicious message. Digital Shield, covering pupils, teachers and parents in a continuous cycle, creates exactly that circle of informed citizens: an educational programme that grows into a contribution to national cyber resilience.

A safe environment starts with a safe school

Schools are themselves subject to the Croatian Cybersecurity Act (OG 14/2024) and process sensitive data of pupils, staff and parents. The programme therefore also covers the school's compliance as an institution.

Digital Shield for secondary schools

Extension of the programme to secondary-school age is in preparation for a later phase, under a separate application and content tailored to teenagers. The emphasis shifts to more advanced topics: protecting your digital identity, critically assessing AI content, social media safety, and preparing for the digital environment of adulthood.
